Protect our Teachers
Louisiana teachers and staff will receive a permanent pay raise of over $2,000 on average. Additionally, a one-time payment will be made to the state teacher retirement plan (TRSL) to stabilize the retirement system that threatens to bankrupt our schools. This will provide Higher Education and Local School Systems with savings up to $300M on teacher retirement debt.
Senior Citizen benefits
This bill doubles the annual retirement income exemption to $12,000, making Louisiana a more attractive place for retirees. It doubles the standard deduction for seniors to $25,000, providing $37,000 in tax-free income. It also mandates new tax exemptions for prescription drugs at the local level.

The Tax Reform Plan creates savings for higher education and local school systems by paying down the debt in the state teacher retirement plan (TRSL). Without this plan, the state faces an imminent budget shortfall that could result in cuts to education funding and teacher pay. This reform is essential to maintaining the financial stability of our schools and protecting investments in Louisiana’s future.
Inventory Tax
The proposed reform aims to eliminate uncompetitive taxes, such as the Franchise and Inventory Taxes, by allowing local governments the option to exempt business inventory from property taxes. In exchange, they would receive incentives funded from the Revenue Stabilization Fund, with up to $15M available. This approach helps ease the tax burden on businesses while maintaining local government revenue through state-supported payouts.
Louisiana is one of only nine states that taxes a business’s inventory—that is, the products or goods they have in stock but haven’t sold yet. It also taxes the raw materials you have on-hand to make your products. Calculating this tax is very complicated and very costly and puts Louisiana businesses at a disadvantage compared to other states that don’t have this tax.
Healthcare for those most in need
The program expands sales tax exemptions for medical devices such as glasses, wheelchairs, and walkers. It exempts items such as kidney dialysis and radiation equipment, providing lower medical costs to those who need it most. It also provides a sales tax exemption for vehicles purchased and modified for use by individuals with disabilities.
The Tax Reform program would safeguard Louisiana’s state healthcare facilities from the threat of “fiscal cliff” cuts. It would ensure that those most in need continue to have access to vital care while also protecting jobs at these facilities, preventing disruptions in both healthcare services and employment.
